Account suspeded? Can't access my domain

Ok, here is the situation. I need to upliad files for my subdomain and i created a ftp acount for it but it seem it can not connect. It gives me the error Initialize TLS and then gives me disconnected because of inactivity.

So i tried the main ftp account. Can't connect to port 21 so i tried port 22. It seems i connected to many times simultaneously and then i can't access my cpanel anymore even my site. Please help.
